Welcome to the Hallaton Parish Council website.

This site has been developed to give the residents access to their Council.

We hope to regularly update these pages to communicate what the Council wishes to achieve throughout the year and what progress is being made on any current projects or issues which have been raised.

What Is The Parish Council and What Do They Do?

What is a Parish Council?
A parish council is a local authority that makes decisions on behalf of the people in the parish and has an overall responsibility for the well-being of its local community.  It is the level of government closest to the community.  In Hallaton Parish Council’s case, Harborough District Council (HDC) and then Leicestershire County Council (LCC) are above it in the hierarchy. 

What decisions do Parish Councils Make?

Parish councils make all kinds of decisions on issues that affect the local community.  Probably the most common topics that parish councils get involved with are planning matters (they are statutory consultees), crime prevention, helping local groups, managing open spaces and local assets, and campaigning for and delivering better services and facilities.

It’s true to say that on their own, parish councils have limited powers to make decisions.  But they do have the ability to negotiate with, and the power to influence, those other organisations that do make the final decisions (such as HDC and LCC).

In this respect parish councils are extremely powerful.  The organisations that make the final decisions know that a parish council gives the best reflection of how a community feels about something, and its views will be taken seriously.

 

What Powers do Parish Councils Have?

Parish Councils have a wide range of powers which essentially relate to local matters, such as looking after open space, local assets, street lighting, bus shelters, woodlands and much more.  The council also has the power to raise money through taxation, the precept.  The precept is the parish council’s share of the council tax.  The precept demand goes to the billing authority, HDC, which collects the tax for the parish council.

 

Hallaton Parish Council

Hallaton Parish Council (HPC) is made up of 6 councillors, and a Clerk and Responsible Financial Officer.

Information regarding Parish Council meetings, as well as HPC’s responsibilities, can be found by visiting their website Hallaton Parish Council Website (hallaton-pc.gov.uk) or by looking on their Parish Council noticeboard at the end of High Street. Any queries/requests/reports can be made to the Parish Council by emailing clerk@hallaton-pc.gov.uk, through the website contact form, or by joining the Parish Council at one of their meetings and talking in the public participation session.  Finally, the Hallaton Parish Council councillors or clerk would be happy to talk through your queries should you pass them in the village.

Hallaton Parish Councillors meet to discuss Hallaton focused business. Please note this is a private meeting which takes place in a public setting. Members of the public are invited to observe and listen. There will be an agenda item at the beginning of the meeting – Public Participation – should members of the public wish to address the Parish Council with questions, opinions, information and/or concerns.
